The suggestion of vetting the email sounds promising, but there
are two serious problems with _a priori_ censorship: (02)
1. It delays the posting until an editor has a chance to review
the message. (03)
2. It assumes that it is possible to find all-wise, all-knowing,
and completely unbiased editors. Anyone with those qualities
would be in infinite demand and therefore unavailable for such
a menial job as vetting email -- e.g., God may be qualified,
but the evidence suggests that he doesn't want the job. (04)
Therefore, I recommend a solution of _a posteriori_ vetting: (05)
1. Choose a small committee of knowledgeable and fair members
to monitor the messages. (06)
2. If anyone goes over reasonable limits of volume and relevance
in their messages, the committee would send a warning to the
offending individual. If anyone continues to send offensive
messages to the list after three warnings, then that person
shall be expunged from the list of submitters. (07)
