Can't we now accept that RDF/XML isn't the overarching definition of RDF?  It does have a model distinct from a variety of syntaxes and data serialization formats. 

DN: Yes.  That is exactly how I understand the specifications when I read them.  The abstract model encapsulates all the semantics and logic.  RDF/XML is a non-exclusive _expression_ of RDF allowing for other expressions.
