Since this thread has turned to the question of what makes
a standard successful, I'll mention the "law of standards",
which I formulated in 1991:    (01)

    Whenever a major organization develops a new system as an
    official standard for X, the primary result is the widespread
    adoption of some simpler system as a de facto standard for X.    (02)
