Agreed - this is why standards bodies who understand the subject 
matter should be developing ontologies, and those who want to 
refer to terms which in that industry's domain should be actively 
looking for the ontologies that those industries are producing, 
rather than rolling their own.    (02)

However, a lot of industry groups are just about at the stage of 
realising that XML messaging doesn't deliver the business 
meanings they need, and are moving up the development stack into 
logical models. Only a few have got as far as ontologies and it's 
hard to explain the value of these either to the business folks 
in an industry or to the data modelers.    (03)
