This is a can of worms we do not want to open.  W3C intentionally 
confused locators and identifiers, and then none other than TBL insisted 
that HTTP prefixes could be used for non-dereferenceable URIs.  We are 
not in a position to rewrite the rules or change the misguided 
practice.  We can only watch them cast the clay feet.    (02)
