The other part of my dissent is based on a desire to not lead people into

A repository should have an interface whereby its artifacts can be
retrieved. The details of that interface are registered in the registry.
It is definitely possible (and deisred) that one registry should have the
ability to contain references to various items in distributed repositories. (05)
Anyhow, I don't want to detract from the work of this group any more. Let's
just vote and move on. (06)
ISO/IEC 11179 part 3 2002 and 2004 defines metadata facilities in a way I
would also be happy with. (07)
