It's all part of the evolving environment/creature
relationship, as AIXI shows in its model of
environment process back to back with the learning
creature process.  Electronic warfare has been
practiced since the first world war, and our navy,
army, air force and marines all have instruments
to do it to the enemy and to protect us from said
enemy by using jamming, spoofing, and every other
EW strategy we can devise.      (01)

Other creatures also jam, avoid jamming, and
various tactics and strategies that have worked
well for them in the past.  Dolphins do it a lot.
It's a natural development.      (02)

In any system in which spamming or jamming can be
profitable,
it will happen.  But trying to make a system
absolutely secure
may be prohibitively expensive.    (07)

A better solution is to make it unprofitable --
i.e., make
