I'm not sure about the roles played by semantics and taxonomy in your stack:
parts of the stack are *about* semantics (the good 'ol use/mention problem) and
taxonomy is only a specific organisational schema, not a part of such a stack?

This conversation is starting to go dangerously close creating a newer version
of the 7 layer OSI stack but for cognitive applications. (04)
In terms of breaking up functionality required for true interoperability, the
OSI stack ignored semantics (probably why it is viewed as a pure technical
model rather than an interoperability model). (05)
Perhaps it the time is ripe for identifying a new stack for interoperability
between cognitive applications? Here is a random model of some of the concepts
