Gary, I think that these are excellent examples of ontology quality characteristics, mattering in varying degree by use case, directly derivable from the requirements. The requirements must be gathered and analyzed in part by determining what capabilities the ontology needs to support (including use for different purposes, directly or via interface with humans, other system components, etc) and what constraints will be placed on it. IME, these classic elements of quality do emerge from such requirements identification, when it is actually done. :-)
