Me too. Look at the Date: 1881. It is clear that Wikipedian should cite the inventor.
Probably Charles Saunders Pierce, given the date and the fact that whoever wrote it was writing in English rather than German. Also the choice of the word "discourse" has a Piercian ring to it.
