Dear Colleagues,    (01)

Well as someone who has to use the much maligned Microsoft Outlook,
let me just set out what can be done in this environment.    (02)

1. You can set the default format for your messages to plain text:
Tools>Options>Mail Format>Send in this message format>Plain Text.    (03)

2. You can automatically achieve an indent of the original message 
with a ">" (or some other character of your choice, but this seems 
to be conventional) by:
Tools>Options>E-mail Options>When replying to a message>
Prefix each line of the original message.
and
Prefix each line with, >    (04)

3. I know of no way to make Outlook wrap text at 65 characters
automatically. However, you can create a signature that consists of
a row of 65 "*" or a character of your choice and insert it as a
guide every so often in your message, (and optionally delete it
later):
Tools>Options>Mail Format>Signature Picker>New    (05)

Then Insert>Signature>Foobar    (06)

You then use good old Carriage Return to manually wrap the text.    (07)
