Yes, actually the BMC paper I mention in my initial email is about using cmaps during knowledge elicitation when developing ontologies. During step 1 there are other things one should also do, for insance ideintifying what the onto is going to be used for, how is the software going to use the onto, etc. Usually, depending on the scenario domain experts, of all kinds, take the initiative; they decide they need an onto in order to support some task(s), then they kick off the process. it does not always happen in this way. It may also happen that some else other than doamin experts decides that an onto is needed, then part of the first step would be identifying the domain experts one should work with. Usually, not always, domain experts also help to identify other knowledge sources such as documents, standards, etc.
