Same in Canada if you get married at 14. Another example is if you decide to leave school and live on your own at age 16. You immediately inherit most of the rights of an adult except for drinking and voting (have to be 18 for those).
Medically, one might pursue a definition based on physical maturity.
This really once again shows that a “one size-fits all” approach to defining these sorts of things is not a viable strategy. It is better to qualify the context of these as “SNOMED (which establishes a scope/context based on understanding requirements of those who adopt it) asserts that adult = ( ‘over 18 years old’ || ‘over 21 years if alcohol consumption is contemplated’ || etc....)
