Feature.  The reason for this is that OWL is not itself an ontology;  
it is a very general, high-level framework for *creating* ontologies.   
Consequently, at this very high level, it only distinguishes  
"annotation properties" from "ontology properties" -- the former  
introduced, basically, to allow certain types of explicit metadata to  
be included in an ontology.  But one can *use* OWL to introduce as  
many properties as one pleases into an ontology.  In particular, it  
could be used to replicate (and, more usefully, axiomatize) your  
"tabula rasa" hierarchy.    (02)
