The W3C WGs seem to manage quite well with a two-level email
structure, where something like [tech] is for in-group technical
discussions, and is often very high-volume, and [public] is for more
general announcements, queries, discussions, etc.., and is lower
volume; but there is a general understanding that if someone makes a
direct request for information or help on [public] then it should be
responded to fairly immediately by someone. And anyone can subscribe,
to follow the discussions if they wish to. Now, we are a more open
community than a WG, but it still might be more useful to support a
kind of active vs. observer distinction than try to sort out all our
mail traffic by topic. Email threads have a way of wandering around
between topics in any case. (01)
