I agree with MW, that this claim is problematic.
Most/all semantic technology systems use relational db technology at
their back ends. Namely because it is mature, robust and goes fast as
anything. There may be exceptions.     (01)

I'm not sure, but Oracle's rdf triple store might also use relational
back ends.    (02)

There are also object-oriented db systems, though they are very much a
niche market.    (03)

A statement like this draws false comparisons.    (04)

Well I don't agree.    (010)

Ontology can help improve the design of systems using traditional
technology, and I can see Knowledge Based Applications adding
significant value to those traditionally developed systems. I can also
see some genuinely "the web as a database" type applications.
However, I think it is inappropriate to compare in this way traditional
systems (that are largely transaction processing
based) and Knowledge Based Systems. They are complementary not competing
technologies.    (011)
