Just a random thought, but someone might try some actual experimenting using the KAoS framework, http://ontology.ihmc.us/KAoS/KAoS_Tutorial_files/frame.htm  which allows one to input ontologies describing agents and actions and policies (and anything else relevant; written in  'hyperOWL' which also allows role/name mappings) and then enforces the resulting behaviors. It uses quite a sophisticated logic of obligations and permissions and has been used in several real-world applications.

Also, there is a group constructing an ontology for bibliographic information which may have some concepts relevant to matters of reviewing and related ideas (I confess I have not been following it closely). Subscribe at bibliographic-ontology-specification-group@xxxxxxxxxxxxxxxx
