That's a useful extension, but why change the name?  The word
'universal' is more universal than 'international'.    (02)

Furthermore, 'URI' and 'Unicode' begin with same letter.
It makes no sense to drop the U when combining one universal
system with another universal system.    (03)

The W3C has a long history of adding version numbers to their
standards.  It would have been much better to add a version
number to distinguish the Unicode option.    (04)
