Agreed, but: 1) not necessary (see below); and 2) in 2013 I can't
imagine anyone having a greenfield in which such an endeavour would even
be possible.

No, but it certainly doesn't require it. I only started to make progress
with the SW stack when I set aside the problems of meaning and ontology,
and just started looking at what people do with data--how they react to
different patterns in the data. I stopped worrying about meaning, and
instead tried to highlight useful and deleterious patterns of data
(based on user feedback). Meaning is what the users make of the data,
not what I make of it.    (02)
