John,
Wonder what's "the bottom line".
Do we close to agree on the following "sound bites" of ontology (some as 
modified by Doug):
I. "Ontology is a general theory about the world, its domain, entities and 
relationships."
II. "An ontology is a general theory about some aspect of the world, its 
subdomains, entities and relationships."
 III. "A formal ontology is a formal theory of some aspect of world, its 
subdomains, entities and relationships."
Re. your examples.
There happen the conflicts of state laws (domain ontologies) and federal 
laws (global ontologies), which are resolved by the federal courts 
(Federated Ontologies), mostly judging for the uniformity of law (commercial 
laws inclusive).

AA: Your good example actually plays to the benefit of the Federated 
Ontology (Global Ontology + Domain Ontologies).
Dealing mostly with personal property, the UCC is a member of uniform sets 
of laws, responsibility of the Federal Government, and known as "Uniform 
Acts", see its long listing, 
http://en.wikipedia.org/wiki/List_of_Uniform_Acts_(United_States).
Its a must as a "global legal ontology" for all local states (as plenary 
sovereigns). Louisiana just refers to the nine major subdivisions of the 
UCC, like definitions, sales, or secured transactions, as "chapters" instead 
of articles, and if they are inconsistent with the local civil code, or 
regulated by non-uniform state laws (like mortgages, what causes the toxic 
assets crises, by the way).    (02)

AA: Next step is a uniform commercial code, which covers all types of 
commerce and transactions, as real property (some time ago, i've done 
something on the Real Estate Ontology)
  How about a world-wide ontology that covers everything?
AA: Look at the current tendency for unifying Science, Arts, and Technology. 
Look at all sorts of technology convergence, the interlinking of information 
technologies, computing, media technology and content, and telecommunication 
networks, which is hardly possible wthout a common interoperability 
framework, "a world-wide ICT ontology".
And please don't miss the most disruptive technology: the prospects of the 
Internet as a Single Global Network, converging all the world's media, and 
emerging as the Internet of Things, Knowledge, and People.    (03)
