Jeff,
...the basic... in the sense of lower cognitive operations, following the 
WordNet division of mental processes as higher cognitive operations and 
basic (lower) cognitive processes.
As far as the classification is about partitioning world/things into 
categories and classes, so often identified with ontology, it should belong 
to the higher level at least.
