  No,  a team that has just started looking into supporting  Semantic Web for the as part of the technology stack for  particular agency or organization, but by institutionalizing though EA..

If Semantic Web is a serious business,  Semantic EA has to be serious business too..

Here is my presentation at Association of Enterprise Architecture - DC chapter.  HHS Chief Architect was  there too...
