Swoop (http://code.google.com/p/swoop/) works well also and can directly load
ontologies on the web. Also the generic RDF browsers
(http://www.w3.org/2005/ajar/tab) may help.

When you use the word "any" you are asking for a lot and I expect that the
relative lack of response may be attributed to that. However, if you ask for
"most" ontologies, then there are several candidates, among which I would say
Protégé is probably one of the best. (04)
