I believe this should be the case. The question of giving
support to invited speakers is a separate one of course
and so would not fall under 'grants'.    (02)

This would mean that they anyone can apply for a grant that is
just 15€ (in the caes of students) less than the advertised
amount. I don't think this is a good idea as it accepts
a lot more nonmonotonicity than is actually warranted. Clearing
up the mess afterwards of grants that we have awarded but
then cannot  be paid because they decide not to attend or
not to become members would just make more work. If they
are interested enough to attend the workshop, they should
be interested enough to join the association beforehand.
But I agree that the situation is less clear here.    (04)
