Although LBNL and MITRE are both FFRDCs, my experience is different than
that noted by Leo. LBNL can participate as a subaward on proposals to NSF. I
can be listed as Co-PI for the subaward portion of the project. (03)
I see that you added me as a cc: in the message to Leo. You may be wondering
if my situation is similar. LBNL is not allowed to compete on most
government requests for proposals and certain other procurements. For NSF,
it is usually the case that a University must have the lead role. (04)
I will be on travel to Japan & Portugal on Friday, Nov 7 through Nov. 29. I
have all day flights Nov 7, 13 & 14, so may not be responsive at those
