This is a fine way forward --- I was in my previous post and with deference to Steve, providing some promotion to bring visibility for the use of standards at *every* level from the most mundane upwards --- sometimes, I feel we often forget about them and then more "ad-hoc" invention takes place.

This is a standard for semantic data and interchange that subsumes
all the W3C efforts and provides a solid foundation for work. There
are ample examples available (from the work of Pat Hayes) to show
how to map OWL to CL and from this you can get the representations
for URI's (see worked on the Linked Data effort for example that
would be a good pointer to some ideas).
