Gentlemen,
I suggest that we bring into focus a couple of application domains that are
already clearly illustrating the vagaries of attempting systems sans
ontologies. One is the FBI Case Management System which first contractor was
cancelled after several years and now the second contractor is in trouble. The
second is the FAA NextGen system which is just entering the engineering of
systems phase. I have not been involved in either so cannot give you
first-person data but I have been around long enough to smell big problems
'from way over here.' I have mentioned this to others who readily agree with
me, however, being government contractors they do not want to rock the boat. (01)
