I've used a kind of streamlined ontology maturity model.
Doesn't cover everything, but tries to capture how an
organization uses its data and increases its use of semantics
and ontologies as the organization matures. Originally this
was in:
Obrst, Leo, 2010. “Ontological Architectures,” Chapter 2 in
Part One: Ontology as Technology, of the book, TAO – Theory
and Applications of Ontology, Volume 2: The
Information-science Stance, Michael Healy, Achilles Kameas,
and Roberto Poli, eds., 2010, Springer.
But I also have a short adaptation from that chapter, which is
available.
Unfortunately, I've never had time to elaborate it more fully,
including developing metrics.

Had you considered using a Maturity Model approach as one of
your metrics. I have used this for the wider area of
Information Management and have found that the maturity level
for an organization can be a very good to level indicator of
where an organization is, and what they need to do next.
