I've used a kind of streamlined ontology maturity model. Doesn't cover
everything, but tries to capture how an organization uses its data and
increases its use of semantics and ontologies as the organization matures.

Had you considered using a Maturity Model approach as one of your metrics. I
have used this for the wider area of Information Management and have found that
the maturity level for an organization can be a very good to level indicator of
where an organization is, and what they need to do next.
