Doesn't cover everything, but tries to capture how an organization uses its data and increases its use of semantics and ontologies as the organization matures. Originally this was in: Obrst, Leo, 2010. “Ontological Architectures,” Chapter 2 in Part One: Ontology as Technology, of the book, TAO – Theory and Applications of Ontology, Volume 2: The Information-science Stance, Michael Healy, Achilles Kameas, and Roberto Poli, eds., 2010, Springer. But I also have a short adaptation from that chapter, which is available. Unfortunately, I've never had time to elaborate it more fully, including developing metrics.
