No, not a justification in my eyes at all.

- establishes boundaries

- limits risk

- hedge technical bets

If organizations had to sit down before hand & agree across organizational boundaries on what the data means across all the players/departments, nothing would ever get done.

If the keys to the data are de-referencable URIs -- combined with attribute based data access policies for identity principals -- data will simply flow to the right places, as and when required.

Or are you going to tell me that the magic of SW means one does not have to define what data means?
