Points are well taken , about need for political lobbying ..  below is my solutions for the issues that Tom has raised .

This is going to get interesting!
 
Maybe we can find some people that actually know something about guns to contribute.
 
My contribution to policies:
-          People that refuse to defend themselves and rely on police for security should pay a special tax to fund these protection services (similar to the California SRA Fire fee (tax) for rural areas).
 
Comments to yours:
-          guns have already serial numbers!  
-          Gun registration (as you propose) is the start of gun confiscation (study history someday), I don’t think that will happen in this country ( USA ) without violence.
..????

-          Making the NRA partially responsible when the pharmaceutical industry is pushing the drugs that were involved in all of the latest mass shootings is also questionable.
-          I am not against background checks; in California we have that already. I am not sure how you can talk the criminals into taking a background check before obtaining a firearm for a crime spree.
 -  There is law,and then there are people who do not abide by the law.  Just because there are people who do not abide by the law, does not mean you should not have  law.  There are people who drive without license, does not mean, you should have a law .

-          Equally important to a check is that the firearm owner is getting the training to properly use the firearm, including the criminal, civil and social consequences of using them. That is something that I find lacking in most firearm owners.
 - good point
-          Brainstorming about future systems is great, just keep in mind that we already have about 300.000.000 firearms in circulation that will not have biometrics or remote control. (brings up an idea of creating an ontology of how to sell that kind of technology: Ooops, you cannot use your firearm that you have been carrying for years on your side because your fingerprint reader cannot recognize your sweaty trigger finger and you cannot keep it still enough while that drugged attacker is stabbing you repeatedly. At least the attacker cannot do anything with that gun either, unless he takes your finger with it). Or even better: No cell signal, gun is locked.
- there are disruptive technologies that starts new trend and stops the usage of the existing tools or technology, unless upgraded or in this case, new kind of bullets or some thing would work .. ( giving  no access to current kind of bullets or something would work) !
 
I think the only value such an exercise has is to maybe educate a few people that know nothing about guns. That would be small progress.
This is probably not the right forum for this.

I think we should develop Ontology for Gun Control policy.  That would help our society to reduce violence.   and put this forum for some good use.

 
These are my ideas:  (These are first cut at the requirements)!
 
-  We should have policy to support the following :

-  People should have background check, and obtain Gun operation permit to operate a Gun
-  People should have permit & registration to own a gun.
-  Gun owners should have insurance, in case of misuse to cover the victims and NRA should be partly responsible for it.
- Gun Manufactures should have a Gun identification number inscribed to each GUN ( Like VIN for vehicles GIN for Guns).  They  can use smart chip to do so as well.
-  Government should create  an agency or part of an agency to handle Gun ownerships similar to DMV,  to maintain, registration info about  Guns and owners, permits, background checks and insurance. 
 
For future Technology Solutions  ..
  - Gun Manufactures should use smart chip to capture owners bio metrics and GUN Id and  there should be private Key and Public key policy to operate the guns.   So Smart Chip can verify the owners biometrics  before letting the gun fire, ( private key stuff) and  only law authority should have access to public keys  to lock the guns in case of crime or illegal usage.
 
  -  To do this you do not need a smart chip,  Law Authorities  can use mechanical remote locking like in cars,  using public keys to stop the guns from firing.
  - If we have smart chip capability, Law agencies should be provided with technological ability to trace the guns using smart chips and read the information off of it remotely and to help control gun usage to stop criminal activities ??

..  we can collaborate  and  refine such ideas for the ontology and help law makers ??
