I certainly agree that there are many social areas -- unfortunately
education
is one of them --- where people are not encouraged to exercise their
natural intelligence.    (02)

That is a very important issue, but it is much broader than the topic of
designing an ontology.  Perhaps ontology can help, but there are probably
other venues that can help more directly.    (03)
