In th seventies in Hungary with few people speaking English, trained as
programmers and finding COBOL awkward to use a different approach was used to
solve the problem of designing a MIS (and keepong integrity and trasparency).
For the smallest member of the RYAD range of computers a Hungarian non
procedural programming language was developed something like EXCEL today. In
this solution no-programmer users were able to fill-in the documents in the
vernacular by submitting parameters and the intelligence used in analyzing
processes in terms of conceptual relations of data was "wired" in the system
usig that parameter input. (01)
