Where ontologies or similar artefacts like data models are concerned, "open" is usually used to refer to the process by which it is created, i.e. one that has no restrictions on who can participate in its development. It is also used as the opposite of private (so you can't read it) or proprietary (someone owns and controls it).

But the debate has been about the openness of the repository, not of the ontologies. I don't think it makes sense to refer to an ontology as being open (or not).
