Although OKBC indeed never caught on as a standard, the frame
language in Protégé is derived from the OKBC specification. In the
distant past, we had a plug-in that allowed Protégé and Ontolingua to
talk to one another via OKBC.

No. OKBC was never widely used or standardized:
it use seems to have been internal to the
organizations involved in the DARPA HPKB program.
The terminology it uses is now somewhat out of
date, and the presumptions on which it is based
are also somewhat dated, although they could be
modified to conform to current usage.
