Yes, thats what I feel too - but I wonder,  maybe a higher level of abstraction... it looks like the proposed xml schema as Rex commented is already going in that direction ... I think maybe
a sufficiently abstract knowledge representation could help...although I havent worked on this yet ....(thinking)

 

 Instead
of striving for a global consistency of everything, it might be
better to adopt methods that don't require global consistency.
