Deploy suggests an implemented system, but ontologies can be useful w/o any implemented system. A more accurate term is "A Framework for Understanding and Classifying how Ontologies are Used." or Ontology Usage Framework, for short. I don't love the name, but it is accurate and less misleading than others. MichaelG: what are your thoughts?
