 WIPO (The World Intellectual Property Organization) beliees that it's has copyright in the International  Patent Classification  system (IPC), even though it makes it available free of charge -

No, you can download the IPC files, but you have to acknowledge WIPO's copyright if you plan a commercial use of the IPC on your site.
