Caveat: I only read your reply to Gary and have not been following the thread, it may be not applicable to Pierce.

 

However,

Concepts are possible without Purposeful Action.

It is the cognition of concepts that allows your intellect - or discrimination part of your thinking - to determine whether to pursue any action: such as "irrational", "emotional" or "purposeful" - hopefully positive - action.

CSP made the point that all concepts directly or indirectly must
make their entrance through the "twin gates of perception and
purposeful action."  That doesn't mean that their connections are
direct, but that they must have implications that connect the to
those two gates.
