Leo,
Probably I should have made it explicit, but I intended to cover this  
aspect under "economic need" (the second criteria I mentioned).  
Obviously, on average students from the US or Western Europe will have  
more money than students from a developing country. But then again,  
there are very rich families in developing countries as well. So in my  
opinion geography should not be a criteria on its own, we will have to  
see what the applicants write about their financial situations.
