This has been one of those long threaded discussion but I like Ian's point (ref John Sowa earlier) that reuse/use should pragmatially recognize levels that various useful content may be in and appropriate for particular uses.:

This also allow as Ian points out use over time that can get progressively better over time, since it may be subject to review as part of an iterative approach as part of some actual success but where improvements are still understandable.

I think John (Sowa) said it earlier - the obsession is with using the
same forms at all levels.

I think we can use the strict triples and UO where there is bang for
the buck, and still use less rigorous semantic forms for detailed
content within the "payload" - think dumb "documents" with well
modelled business meta-data and few key links modelled the same way.
We can drive the approach into more detailed levels over time, and in
the meantime show success at levels where most visible to our business
paymasters.
