Hi Bob, 

Thank you for pointing this document out.  I remembered reading about the thread. I'm focusing on a *good* process for development of an ontology for biomedical research. The process would/should enabling collaborative effort (such as annotation, comments) from different subject mater experts.  In this process, the web protege would be an invaluable tool; however, I think the process should iterative one and it should have different phases -- elicitation to form the conceptual domain model, and design, and implementation (using Web Protege, for example). 

I am listening to all opinions from the experts on the subject of forming a  process for development of ontology, in a nut shell.

3.  Implementation: in this step the conceptual model will be implemented using different ontology editing tools. 
4.  Publishing.  I am encouraged by the site such as NCBO BioPortal where ontologies are deposit, for public to query and comments on. 

The above process is the only one process that I know.  I'm soliciting for other good practice processes (and tools) that anyone might have used to build a domain ontology.   Any comments, directions to paper, or advice  are greatly appreciated.
