EHRs were first set as a national goal for all
physicians and insurance companies, and to provide
a single uniform representation for health
information that includes a lot of unstructured
text in many of its columns. In 2003, Bush set
2013 as the deadline for EHR use throughout the

HHS developed XML specifications for EHRs that
form the basis of that consistent representation.
There have been a lot of problems in making the
transition, but recently, my cardiologist tells me
he has gotten reasonably comfortable with EHRs.
