What about the systems themselves?

The same web-like structured data efforts are also springing up across enterprises too. Net effect, the tight coupling of data and applications is being loosened at an ever increasing rate. The more the happens the better for data integration challenge alleviation pursuits.

 Aren't they the machine tools that form the data as it flows through the organizations?

They consume, process, and emit data.



I've been aware of several efforts to reverse engineer systems just from the data... none have actually gotten traction to my knowledge. 

Times are changing. Data and Applications/Services need to be loosely coupled.

Often there are just too many exceptions actually in the data... e.g. "on Wednesdays a 42 in this field actually means something different than what 42 means the other 6 days of the week."

A surmountable problem when we loosely couple and exploit:

1. Web-like (or Webby) Structured Data Representation Formats
2. Entity Relationship Models that incorporate Entity Relationship Semantics (e.g., RDF and its incorporation of Predicate Logic)
3. De-referencable (Resolvable) Identifiers (e.g., HTTP URIs) that scale to the expanse of the relevant data network (e.g., Web, Internet, and private enterprise networks)
4. Domain Expertise.
