I interpreted the article to mean that they're planning an expansion of the kind of query answering they're already doing. For example, if one queries "Danny Devito height" or "Abe Lincoln birthday" or "5 kilometers to miles" today Google provides an answer to the implicit query above the keyword search results. This is based on recognizing and extracting propositions from existing webpages in the first two cases. I think they're calling it "semantic" simply because the query interpretation requires the recognition of the entities and associated attributes and properties rather than just a keyword lookup. Google Squared, before it was shut down, had been displaying what appeared to me to be an even more impressive exploitation of "semantic search" capabilities (before they closed it down). For example, a query on "tallest roller coaster in the US" might return a table listing actual instances of roller coasters along with each ride's location and height, etc. Google Squared results suggested they were doing some subtype and instantiation reasoning.
