In Silo A, term/phrase/concept/acronym/word/whatever X is implicitly "known" to mean something... and when X magically moves to Silo B, the odds of ALL the implicit understanding invisibly packaged with X is either degraded or lost for a variety of reasons.

The damage is done when someone in Silo B looks at X, thinks "I know what X is..." and proceeds without verifying that their understanding of X is the same as in Silo A.

And so "signal decay" sets in.
