We had a great second session for OOR-IPR mini-series last week.
Professor Mark Musen (NCBO, Stanford University) presided over the
16-Sep-2010 session. After the chair's opening address, Mr. Cameron
Ross (Kojeware) started by presenting the issues identified by the
team during the organization of this OOR-IPR mini-series, and shared
some of his thoughts on OOR (Open Ontology Repository) as an open
ecosystem for semantic applications, and the IPR (Intellectual
Property Rights) concerns that need to be addressed. He was followed
by Professor Alan Rector  (University of Manchester) who shared his
experience and insights on IPR issues that he had come across over the
years. After that, Dr. John Sowa (VivoMind Intelligence) brought up
the issue on a couple of patents, that could affect the way ontologies
and semantic applications could be developed in the future. That was
followed by commentaries from our open licensing experts, Mr. John
Wilbanks (Creative Commons) and Mr. Bruce Perens (Open Source
Definition.)  Mr. Peter Yim (Ontolog, OOR, IAOA) then summed up the
various outstanding issues, and polled the participants, as part of
the preparation for the next session (Sep-30), when we will be
expected to deliberate on the way we shall managed IPR for various
aspects of the OOR project(s). A very enthusiastic discussion ensued.    (02)

On Dr. Sowa's request, wiki pages have now been set up to capture
prior art relevant to the few patents or patent applications

Again, we want to thank the session chair, all the panelists, as well
as the co-organizers of this OOR-IPR effort. And, as usual,
appreciations go to everyone who were there at the session (or have
provide input on the mailing list) too, for their contributions!    (05)

Over the course of the next week or so, we will continue to flesh out
the issues using the [ontolog-forum] mailing list, and deliberate on
the licensing choices for OOR, or IPR positions the community may want
to take. Hopefully, by Sep-30, we will be in a position to come to
some consensus on how we will be managing our IPR for the OOR

The "OOR-IPR mini-series" will, hopefully, start a dialog among the
global ontology community, to specifically address IPR issues relating
to the "open ontology repository (OOR)" initiative. The discussion
will, invariably, touch upon IPR issues pertaining to ontology in
general as well. This mini-series is jointly organized by the
OOR-team, the Ontolog-community, NCBO (US National Center for
Biomedical Ontology), CC (Creative Commons), IAOA (the International
Association for Ontology and its Applications) and OASIS (Organization
for the Advancement of Structured Information Standards).    (035)

Given the complexity of the issues involved, one can look as this
mini-series to merely be the beginning of a quest, by the
collaborating parties and their communities, to fully understand the
issues, and to get themselves into a position to address them. As a
community, I trust we will, over the course of this mini-series and
subsequent actions and events, address a very important set of issues,
that really have to be cleared, before one can stand up effective open
ontology repositories, and the world can get the most out of the
potentials in science & technology of ontology and semantics. ...
