David, I'm saying that lack of clear understanding of their IT systems causes both the systems and the enterprises to be rigid and schlerotic, which causes missed business opportunities in environments of rapid change. I mean this same situation causes many business people to work around the systems, which causes more confusion and a lot of added cost. I mean that when IT componentry has to be augmented or replaced, the costs run into the hundreds of millions of monetary units and result in well-publicized failures and failure rates. It's not simply a matter of centralization or distribution, but also the sheer cacaphony that you allude to. In bygone days things were simpler and tools and practices further developed than today, but even then the issues of semantic alignment were no panacea. The irony is that the broader field is known as "information technology", when management of actual information is so immature.
