But my impression is that the changes mainly resulted from
changes in personnel, shifting priorities, and the use of
terminology from different departments with different people.    (04)

For example, if System A is later connected to System B, some
of the terminology used for B might replace similar terms that
had been used for system A.  That trend would be especially
strong if the people who originally developed System A were
no longer involved.    (05)
